FC ownership distribution. All FC is produced through Node mining — not centralized allocation. Who holds the most FC reflects who contributed the most real activity, not who invested the most capital at the start.

Geographic distribution of Anchor Nodes. Each region has its own Anchor Node structure. No Anchor Node has authority beyond its own region; no cross-regional override mechanism exists.

Limits on founding team authority. The team holds governance rights over Layer 2 and Layer 3. It has no authority to intervene in Layer 1, and no ability to alter the FC balance of any Node.
